President Donald Trump urged Republicans in eight states to redraw congressional district boundaries last year, aiming to secure enough seats to maintain a slim House majority in the upcoming midterms. The plan relied on shifting demographic data and court rulings to create favorable conditions for the GOP in key swing states.

The strategy did not achieve its goal. Republicans lost most of the Democratic-held seats they targeted for capture and failed to hold several seats they expected to retain. A surge of voters dissatisfied with the economy, the war with Iran, and Trump’s leadership powered a Democratic wave that overwhelmed the new maps.

Former Attorney General Eric Holder, who chairs the National Democratic Redistricting Committee, stated that the Republican plan was systematically dismantled. He noted that voters used the opportunity to elect a new Democratic majority.

In Texas, Republicans reconfigured three districts in the Rio Grande Valley to challenge Democratic incumbents Henry Cuellar and Vicente Gonzalez. Both lawmakers won reelection on Tuesday. Meanwhile, Republican Rep. Monica De La Cruz lost her seat to Democrat Bobby Pulido. Approximately three in five voting-age residents in her new district were new to the area, making her campaign more difficult.

Florida saw similar outcomes. Democratic Rep. Jared Moskowitz won reelection in the 25th Congressional District despite a $26 million spending effort by Republicans. Rep. Kathy Castor also retained her seat in a district where about two-thirds of voting-age residents were new. In Alabama, Democratic Rep. Shomari Figures won reelection despite a Supreme Court ruling that allowed the Republican-led legislature to adopt a map considered friendlier to the GOP.

North Carolina experienced high costs due to redistricting. Republicans adjusted the 1st and 3rd Congressional Districts, leading to an advertising war that cost well over $50 million. Democratic Rep. Don Davis held a slight lead Tuesday night, while Republican Rep. Greg Murphy faced a particularly close contest against challenger Raymond Smith.

Voters in Maryland approved a constitutional amendment on Tuesday that will make it easier for the state’s Democratic-led General Assembly to redraw districts. This move follows gains by Democrats in numerous state legislatures, setting the stage for potential redistricting efforts ahead of the 2028 presidential election.
