Amazon has canceled plans to construct four data centers on a 122-acre property in Loudoun County, Virginia, opting instead to develop the land for mixed-use and residential purposes. The decision marks a significant shift for a company operating within a region known as "Data Center Alley," which holds the planet's highest concentration of such facilities. The agreement also includes a donation of 25 acres to the county for a community arts center and recreational facility, alongside a $5 million contribution to the county's housing fund.

The timeline of this reversal began in July, when Amazon first submitted its proposal to build on the site of George Washington University's campus. By September, Loudoun County Board of Supervisors Chair Phyllis J. Randall and Amazon officials met to discuss the county's "pointed concerns about data center development at this particular site." This local opposition stems from the noise generated by these facilities and the massive amount of power they require to function.

Josh Weissman, Amazon’s vice president in charge of data center development, explained the company's reasoning for abandoning its original plan. While noting that the company viewed the property's legal development potential differently than the county, Weissman stated, "we concluded that the best outcome for all is to come together on a shared vision for this campus rather than engage in costly litigation." The shift reflects a broader national trend where communities are pushing back against the energy demands of the AI boom and the impact such facilities have on local electricity prices.

In Loudoun County, officials have framed the resolution as a collaborative achievement. Chair Randall stated, "By choosing dialogue over reflexive disagreement, Loudoun County and Amazon created an opportunity for the County," adding that the agreement provides places for residents to gather and create. She emphasized the importance of providing "more attainable homes for working families." The project now moves forward as a residential and community-focused development rather than an industrial one.
